1st you need to select the required cell or Column for MS Excel - Data Validation by Text Length

here I used I column as per below picture

01 - Selected required column, Like I ( I have selected here )

02 - Click on data Menu ( As per below picture )

03 - Click on Data Validation ( As per below picture )

04 - Again you need to click on Data Validation ( As per below picture ) then the system will show you a small popup window

05 - From this small pop-up window please do this 3 step

06 - Please follow the steps below
